About the Study

The Southern California Association of Governments (SCAG) initiated the Express Travel Choices Study to identify how congestion pricing can contribute to reducing congestion and improving the performance of the transportation system, improving air quality, and enhancing transportation revenues.

With the Express Travel Choices Study, SCAG aims to understand the ways in which congestion pricing, along with a variety of other congestion management approaches, can improve travel conditions in the region, and provide associated economic, and public health benefits.

The study will analyze a number of congestion pricing strategies to determine how they can help meet regional goals, develop recommended strategies, and identify specific implementation actions that the region might pursue.
