As part of the study, a stated preference survey of travelers in the six-county SCAG region was conducted.  Understanding the behavioral response of travelers is an important part of evaluating the policy implications of different forms of congestion pricing.  Depending on the type of pricing and the specific details of the pricing implementation, travelers may respond by shifting their primary travel route, departure time, travel mode, or destination, or they may stop making certain trips all together or make them less often.  The purpose of the stated preference survey was to estimate the values of time of travelers and their sensitivities to shifting mode, route, time of day, and destination.  The survey also sought to estimate levels of trip reduction that might occur as a result of congestion pricing.  These sensitivity estimates will serve as inputs to the updated regional travel demand model.
