The Express Travel Choices Study is applying a multi-faceted methodology with a range of state of the art tools. From a technical perspective, congestion pricing strategies will be evaluated by using an enhanced version of the SCAG regional travel demand model. To understand behavioral responses of travelers, an important tool is a stated preference survey, which helps to estimate the values of time of travelers and their sensitivities to shiftying mode, route, time of day, and destination.
